There was a string of offices on the ground floor that had a common roof/deck above, which also served as walkway between buildings. Somehow the offices started getting deluged when it rained. The handyman, under the direction of the 'one in charge', was doing all he could to locate and repair the leaks. At one point, after the places were evacuated, the ceiling tiles had become soggy and ready to fall down. The handyman suggested that he remove the tiles in order to look into the overhead and finally see where the water was getting in.
But the 'one in charge' said "No!". It looked to me like she really didn't want it fixed. But wouldn't that mean there was some 'hidden agenda' at play?

The result was that the rain kept coming in, soaking the offices, making them totally useless and uninhabitable. The 'fix' that was mandated by the 'one in charge' was to let the rain come in and ruin everything, then have one sister be assigned the task of dumping all the buckets and laundering all the sopping towels after each rain ended, then set up for the next rain. This is how the 'one in charge' usually took care of things. For ten years or so, it was rain, dump buckets, launder towels, set up again, then repeat. Ten years of this, rather than fix what's broken?

Remember I mentioned that it looked like there was no respect for civil law? Well, there are county, city, and other district ordinances that mandate keeping one's building in good repair and up to code. Do these things I mentioned indicate that our 'personofinterest' had any interest in complying with the law? And, did it sound to you like it mattered to her about putting the 'cleanup' sister into danger from the mold and other bacteria in the rooms? Maybe the 'one in charge' knew the sister had mental conditions, was mostly drugged up and unable to stand up for herself and say 'no'? Not the end of it either.

Another guy, one with roofing experience, checked out the roof leak situation and right away saw that the roof flashing was wrong!
